some mainboards do have options to start the pci card first.

the agp bus is 1 and the slot is 1
so agp bus id is 1:1

pci is almost always bus 0 (as it has ide etc)
so your pci card might be 0:10 (like mine)

agp bios's can force which card to be primary.
