Not on Debian testing/unstable it isn't :)

Had you had grub installed then you would have been able to quikcly
modify boot options from within the grub shell. The loss of a swap
partition is not the end of the world and can be quickly corrected -
with a few scripts you could get your boot scripts to relocate moved
swap partitons too, or you could do the Microsoft style file based swap
files (ok "page" files for the pedants here) with a loopback device on
each boot cycle - would be a pain in the neck though.
