Yes.
I can definitely put here an 'It works for me'. I don't have this problem
and only rarely had it downloading over a modem (Large packages would stop
half way if the connection died which sometimes screws things up).
Incidentally it's easier to upgrade to woody from the base system (ie
*don't* perform the last 'install' [dselect - choose advanced mode] step
until you've changed your sources.list)
