Use Template Toolkit? Although it's perl under the hood, you can use it 
from the command line. ttree understands modification times of files, and 
won't re-process your files if you don't want it to.

Also consider getting the perl HTML::Validator, combined with SP from James 
Clark, and you'll be able to validate your code to whatever HTML spec you 
want to use.

M4? When I started using it in the early 90s, even the oldest unix hacker 
could find nothing more than an old photocopied manual set for it. Someone 
with a sick sense of humour has resurrected it for Sendmail, and all of a 
sudden it's flavour of the month again? Bleh.

Yes, I did manage to create a site build process for 500+ pages with M4, 
and it did work a treat. But only after I'd spent time fighting with 
clashed between M4 and my source files.
