Almost certainly, just:

	rpm -Uvh file.rpm.bin

The .bin is added by some download sites to work around buggy browsers
or FTP clients that try and use ASCII mode to download things. If you
want, you can rename it to just file.rpm before installing it, but it
shouldn't matter if you don't.
