That's how I heard it too. The explanation (true or not I do not know)
was that, although sync would return before finishing flushing the
buffers, it serialised and so the second was guaranteed not to start
before the first finished, so by the time the second returned the first
had definitely finished. Then someone decided to add a third "for good
measure".

Of course none of this has been needed for a decade or so.
