I have found the answer ( via google and your hint ) at
http://www.debian.org/News/2001/20010415 it's so simple:-

Change /etc/apt/sources.list to include:-
deb http://people.debian.org/~bunk/debian potato main
deb-src http://people.debian.org/~bunk/debian potato main

Then:-

apt-get update
apt-get -u dist-upgrade

This looks like it will take my kernel to 2.4.14 so I'll have to get the new
2.4.15 and compile that from source.

I do love Debian and apt!

IIRC, there's something on the Debian website.  There was an item about 
it in Debian Weekly News a few months ago.
