I've finally heard from JANET on this.  It was apparently caused by a
software bug, hopefully fixed by an emergency upgrade at 13:30 today.
JANET will continue monitoring the link.

As everyone knows, All Software Sucks(TM) :-) Anyone know what software 
specifically JaNET's running on their routers?
