They mean don't re-distribute the installation program without 
permission from them (presumably SuSe etc. have permission).
Which means don't put the install file on your own (public?) ftp 
server or make CD's of it for your friends. But once you have a copy, 
you are not restricted on how many times you may install it from that 
source. I don't think OpenOffice has such restrictions. Anyone?
