IIRC this is sulogin. Check inittab for lines such as:
~~:1S:wait:/sbin/sulogin
(from my RH box - own setup).
I'm pretty sure that Potato has this as I set this up referenced from a
Debian set up. Though of course I can easily be wrong.
I tend to set this up by default anyway as an added precaution even if
my distro I'm using doesn't out of the box.
