Yes, you could (and probably should). But there will always be those
that will claim the thousands might not have died in the first place,
and that you've just killed hundreds of innocents for no reason.

Giving the order to shoot down US citizens in a US plane over US
airspace is *always* going to be a political nightmare, whether or
not it's the right thing to do. It's a no win situation.
