No, it isn't; for God's sake don't believe everything you read. That's
like saying NT is a UNIX because it has a POSIX compatibility
subsystem.
z/OS aka OS/390 is "The OS Previously Known As MVS"; MVS dates from
1972, but is itself a derivative of 1964's OS/360; since the very
first Unix development comes 5 years later in 1969, this might serve
as a hint that they are not the same thing.
OS/390 (zOS is a stupid name) _does_ have what seems to be regarded as
one of the better UNIX compatibility environments, and arguably
maintaining that environment demands UNIX admin skills - but then so
does the HURD. Try asking some MVS admins if it's a UNIX - but stand
well back, so you don't get covered in laugh-spittle.
