I ve done some work with public sector tendering in a previous
incarnation.  If it is anything similar you will need the original
brief, examine it and then prove that the government failed to met its
own regulations.  Very difficult and expensive, thats if the brief is in
the public domain.  You may find that the original documents are either
protected by the official secrets act or even worse commercial
confidentiality.  Best of luck!
