My understanding is that most graphics apps and viewers will show images at 
1:1 resolution by default.  The size of that image is determined by the 
number of pixcels (just like resolution in a digicam). The only on screen 
change you can make is the viewing ratio,
You will find that the easiest solution is to work at lower resolutions.
For simple 1:1 home use scan and print jobs, between 100 and 150 dpi should be 
perfectly adequate.  Lower resolution = quicker and also much small file size 
/ ram requirements. 

If you want to enlarge something to twice it size try 300 dpi.

For proper professional use, sending to high quality printers etc, best ask 
someone who knows more than I do :)
