Hmm. 33 people with cars, mobile phones, and laptops equipped with two
802.11 cards??

Only other ways I've know to work were people who got dry pairs or
baseband services from BT, and set up DIY DSL on them. IIRR, these
things were limites in that both end-points had to be on the same
telephone exchange, so you probably had a max realistic range of 10
miles. Equally, one end point obviously needed fast net access.
