If you chose to register and/or host your domain with them then you will 
have agreed to the transfer out fee.

Nominet will transfer your domain away from them without their consent - 
indeed Nominet are formalising this policy at the moment and it will 
become official policy from December that regardless of your contractual 
obligation with the ageny Nominet will transfer the domain as per your 
request to Nominet. A fee will be charged which is only fair as it does 
involve a fair bit of work on Nominet's part.
