As does TELNET, and most protocols, if not all of them.

Of course, most of the protocols deliberately do this because it's
easier to translate *from* these to a local line termination, and, in
the case of TELNET, it was easier then to specify a seperate,
teletype-style, interpretation to CR and LF.

But the point being, it's not just DOS, and it's quite possibly a
perfectly sensible reason.
