Whoops. On a RH 7.3 system,
erasing Packages, then rpm --initdb followed by rpm --rebuilddb did not do 
good things.
Packages file left empty (rpm version 4 on RH 7.3)

I guess I support Xander's excellent suggestion of getting the
files from a clean system.
