For monitoring if services are up,
try Opennms   http://www.opennms.org

It's written in Java, so it needs a machine with a good
amount of memory to run on.
It also installs oodles of packages like Tomcat etc.
So take my advice and install it on a dedicated machine,
which has just had a fresh Linux install.

Truth be told, I don't use Opennms, but it might be interesting
to you.
