It isn't that pivotal.  Linux the kernel may be GPL licenced, but it
isn't part of the GNU project.  Most of the tools could be taken from
FreeBSD (etc.) at a pinch. We have at least one good compiler-hacker on
the list, so while it might not be advisable, it is possible to imagine
an Open Source cc that was neither GNU or GPL.  The GNU tools and
utilities are at the end of the day just that: a tool set.  They may be
particularly well integrated by default on a Linux distro, but they are
on FreeBSD too, and fit onto Solaris great.  People even use them on
Windows.  A tool set is not an OS, no matter how popular.
