I saw it, and I agree how depressing it is.  The reason it was like that
was probably they didn't have enough secure (lockable and safe) rooms that
they could install computers in.  Keeeping them in that cupboard meant
that they didn't get knicked.  Many schools (especially large ones) have
barely enough room to teach the kids, and have no spare space in which to
install computers.  I'm not sure how you get around that though.
