In the /etc/rc3.d/ directory (for run-level 3 for instance) rename
the symbolic link to the service you don't want started from
S90webmin (for instance) to K90webmin and that will ensure that when
the machine switches to that runlevel, webmin will not be started and
if it is running, it will be stopped. To switch it off manually once,
just run '/etc/init.d/webmin stop'. This is using Webmin as an
example but this holds true for all the services listed in
/etc/init.d/.
