Then they need to implement a packaging system that can prompt the user
to resolve conflicts. Apt does it by (using the example you gave) having
each mta package provide "mail-transport-agent" but also conflict with
"mail-transport-agent". If the user installs something that depends on
"mail-transport-agent" (e.g. mailx) and no installed package provides it
then apt searches the package list for any package that provides it. On
finding multiple conflicting packages the user is prompted to resolve the
conflict (and debconf records that choice for future reference, though
the user may still be prompted in future depending on other preferences
stored in debconf).
Each such conflict is resolved until there are no ambiguities in the list
of packages to be fetched, at which point the whole package list is
fetched and installed.
