There's no reason why userspaces for use with UNIX kernels can't have
a non-permanent deletion command. Many of them do. It's just that that
command shouldn't be called 'rm', because of the confusion that would
result. 

Of course, if you're fortunate enough to have a snapshotting
filesystem...
