It could possibly be that because mirror.ac.uk is sitting inside JANet, it's
bandwidth-limited to outside the JANet network, hence you're only getting
20k/sec. Here in Oxford, where we're connected to JANet, I get download
speeds of about 400-500kBytes/sec (regularly).
