There are several ISPs offering web space with a database. Freedom 2 Surf
(http://www.f2s.net) give you 20MB web space, a 5MB MySQL database, and
php and perl scripting, for example.

Simply register the domain in the name of whoever you want to own
it. You'll need an ISP to host the domain (i.e., provide nameservers
for that domain). You can do all this separately, but it's almost
certainly easiest to just use the same ISP that you're getting the web
space from. Just ask them to register the domain for you at the same
time you get the web space.
