Bah! Google was being unhelpful right up until the moment I posted 
my question, at which point it chose to reveal the answer to me.
The PERL5LIB environment variable looks to do exactly what I want.

I have to wonder, though, what'll happen once the world migrates
to Perl 6. I've always thought the idea of using version numbers
in environment variables isn't the best plan in the world, unless
they're truly specific to that version. I don't think that's true
here (or for MOZILLA_FIVE_HOME, to pick another commonplace example).
