[Gllug] root Desktop settings revert.

There was actually considerable internal discussuion about whether this
behaviour was a bug or a feature.
For what it's worth, my view is:
1) Why does anyone want to run KDE as root?
2) if they do, isn't it better that they've got a constant reminder about
it?
