If you were to submit such a bu report, you would be told to read the file in 
question, and in particular:

# If you want your changes to this file preserved by dexconf, only make 
changes
# before the "### BEGIN DEBCONF SECTION" line above, and/or after the
# "### END DEBCONF SECTION" line below.

If this case, you would be well advised to move the 'Files' section from 
within the DEBCONF section to before it, at the top of the file. And perhaps 
do dpkg-reconfigure xserver-xfree86 and tell it _not_ to write a standard 
'Files' section (penultimate or last question).
