Ah, in that case it's not really the package's fault. I'm not sure if
putting in another Files section will work as desired either, but maybe
worth looking up to see if it's possbile.

If it says: "generated by dexconf using values from the debconf database"
then I think it is safe to assume that it doesn't try to parse the existing
config at all.
If you think that the default is wrong and that 75dpi should be first, then
by all means, this is a bug and should be reported.
