I'm not an expert in such matters, but I belive it's possible. Using CSS
(cascading style sheets) one can easily separate content from layout,
making browsers that don't understand CSS (text-only browsers such as
lynx, links, w3m etc) still able to communicate the content back to the
user.

Outstanding initative!
I'm not really sure where the best place to start will be, but I suspect
making the site standards-compliant will be the thing to focus on. I
believe that if the page is made standards-compliant, the issues with
the visually impaired will solve itself automatically (as long as
information is not presented in form of pictures, e.g. textual
information presented only as a gif picture -- my personal pet hate).
