The number of sites I see hooked up to the net running a small network
who are incapable of doing anything and therefore call in a consultant
or IT company to do anything (the common one is closing another f*cking
open relay).  In that situation Linux will be cheaper.

If the network is maintained by an in-house geek then it depends on how
good the geek is and how much initial support he needs in getting up and
running.
