In a way, but in another way no.
If this whole thing does take off, and you need certificates to do just
about anything, it could end up going way too far, as you may need specific
'Fritz' chips and certificates to connect to any site on the net, or worse
to your ISP. And that may be just the begining of it all, also to a normal
person(not a lawyer), this does violate the anti-trust laws, but if this
goes through, we could be in for a load of fun

As a newbie, my thinking may be up the 
creek. But isn't this a real opportunity
