Netsaint is one I've used, it's changed it's name now (no idea why,
Netsaint is easier to remember for me)
http://www.netsaint.org renamed to Nagios http://www.nagios.org

I didn't have it paging or sms just firing off emails but I'm sure you
can set them up.
