There's PerlFS and a demo HTTPfs filesystem perl module for it floating
around that allowed you to mount URLs (I can't remember if it did FTP or
not)..

Unfortunately PerlFS is no-longer distributed; the author took it down. I
have an old copy of PerlFS up at
http://fungus.sh.nu/~robert/PerlFS-0.08-pre2.tar.gz, but I no-longer seem
to have a copy of the HTTP-FS perl module.

Neither perlfs or the httpfs perl module are really finished. Don't even
think of using them other than for amusement purposes. Still a cool hack
though.
