(Having written Telco Network Management software (a number of years ago))
you need a phone attached to test the line properly, and you need to have
someone there so you can do both an on-hook and off-hook test (open circuit
and closed circuit). You can also test the BER (bit error rate) from the
exchange to the appropriate card/channel in the RIM (or 1530) if there's one
of them in between the customer and the exchange (although I don't think
they're used at all in the UK).
