Not used ibcs but you might want investigate linux-abi project:

Which provides this functionality for 2.4, however unsure if hch is
actively maintaining this now (though patches go up to 2.4.18) it might
be worth poking the kernelnewbie vendor kernel page as it seems as if UL
and RHAS have the patches so you might just need userspace tools.
