To be fair, if he's sending via Exchange, then it's possible for the
Exchange admin to override user preferences, and force all outgoing
mail to be HTML, even if Outlook originally composed in as plain text.
There's no excuse for the quoting, though, as that's easily fixable in
Outlook.
