[Gllug] rsync for ftp

I've got a bunch of html trees that I'd like to throw at an ftp server.
I'd like a command line ftp that recurses and only uploads if a file is
newer.

I've tried quftp, but this uploads the lot and I can't get ftp to do
what I want... and I don't have access other than ftp :-(

any ideas?
