To an extent, it is. Of course, it's not 100% accurate, but it's
reasonably easy to get over 99.5% accuracy by looking at ARIN,
RIPE and APNIC assignment lists. That, of course, isn't good
enough for blocking traffic (email or otherwise), but it works
pretty well for geographically targetted advertising and load
balancing.
