I've moved a large amount of users between two IMAP servers
(Netscape iPlanet and SuSE Open Exchange).
I used the IMAP module you can find on CPAN - think it is Mail::IMAP
I also used Net::LDAP for accessing and creating new accounts.
Sorry - no experience with Exchange.

Bo Thorsen gave an excellent talk at the UKUUG Edinburgh meeting on Kroupware.

Looked very useful to me. They're keen for this to be more than a KDE-only thing,
and for (e.g.) Evolution to interwork with it.
I would advise anyone setting up a groupware server to have a good look at it.
