Have you seen
"2.4.4. External Aliases Administrative Web Page"
http://www.ipcop.org/1.3.0/en/admin/html/services.html#services_portforward
which allows you to assign multiple public / red IP's to your single IPCop
box?
Once you've assigned multiple IP's to RED, you then need to port forward the
relevent IP.
