We already have it - the specification/tolerances were changed so that 
nominal voltage across europe is harmonised to 230v - previous national 
nominal voltages are within the new spec/tolerances. The voltage you 
receive remains unchanged from before (see plenty of discussions in 
uk.d-i-y and cam.misc about this).
