This all brings me to something that i think large rich nations should
introduce. I call it the fu**wit test.

members of the population should be required to take the test at three 
random times in thier life, it would have such questions like :-

 'do you dislike people from different cultures?' or 
 'do you spit at homeless people?' and 
 'do you say "stuff africa, they can starve"?'

failing the test (eg: answeing yes, yes, yes) for the first time would mean
that you are automatically prohibited from owning a car etc, you could also
appeal to re-take the test under a lie detector etc. 

failing the test on your second random testing (not including retakes) would
mean you will be prevented from having offspring somehow, and also made
allergic to alcohol by some kind of gene therapy...)

failing the third and final of the fu**wit tests would mean you are
automatically scheduled for immediate brainwashing or for use in medical 
testing.
