Not true any more. Yes, the vast majority still are, but there are
a few that don't use any BT equipment or networks, save for the last
mile physical wires. It's an expensive option for the ADSL provider,
as it involves putting their own equipment into BT exchanges, but
Easynet and Bulldog both do this, IIRC.
