My 1.3 Athlon can do streaming from a video capture card to MPEG4 
768x576 (576 is PAL resolution) with about 30 %CPU usage so you should 
be fine witha  normal TV card.  Alternatively the Nova PVR250 or 350 
have hardware MPEG2 encoding (and the 350 has decoding with TV out).
