well, you could try ~/.kde/share/config/kickerrc (or somehting like that...)

the panel is actually called kicker, not kpanel.
there are general settings (under RH in any case) in
/usr/share/apps/kicker

under other distros you may find these under ${KDE_BASE}/share/apps/kicker
