They have the teeth, I know I'm a fully qualified Inspector of Weights &
Measures (the Trading Standards Quali)I gave it up because the Local
Government politicians decided it was better to be nice to bad people than
to prosecute them to the fullest extent of the law. It is possible to mount
a private action under TDA, you will need co operation from the local Chief
Police Officer or Chief Inspector of Weights and Measures to get the case to
court but you'll probably get it.

Unfortunately Trading Standards have so far shown themselves to be utterly
useless on this one.
In the first place they generally have no teeth and secondly they also
appear to simply not understand the issues so far - even when they are
explained carefully.
The Campaign for Digital Rights (http://ukcdr.org/) have been doing a lot
of work on this.
