There are some quite valid reasons for Steve not to pay attention--some 
are format, some are attitude.  Enumerating:

   1. Why is your signature at the front of the email?  I have to read
      over it, figure out that I should ignore it, and then continue on...
   2. When someone says "maybe I haven't understood" it's customary to
      try and give a different explanation.
   3. When some asks "rephrase what the problem is", don't get
      defensive.  Be it an interest, a desire, w orthy desire, or a
      problem, the end result is the same.  You've noticed a
      inefficiency, and you're looking some workaround or clever
      technology so that is doesn't happen.  Some people call this a
      problem--what's the big deal?

No, there is no general solution to the problem of data crossing the 
network twice that I am aware of.  To try and build one would result in 
 much more complicated system...
