Jokes, and in glibc since 1992; located in the glibc image between
strerror() and strftime()/strlen(), along with the never-used strfmon(),
so it's paged into memory basically *all the time*.


(Apparently progress is being made on reordering functions in glibc so
that they're ordered based on frequency-of-use rather than name. I'm not
holding my breath.)
